Make a melee touch attack against a target. If the target is hit they must make a fortitude save. On failure, the target will have their movement reduced by 20 ft. (to a minimum of 10 ft.), a -2 dodge penalty to AC and Reflex saves, and a -2 haste penalty to attack and damage.
